Edit To field
Ability to edit 'To' field when replying tickets so requests can be forwarded off to correct depart or correct person.

This is would be a nice change as sometimes tickets need to be sent off to other users to verify some information and the primary requestor does not need to be included. If we go outside of the ticketing system to request this then we lose that information on the ticket without creating a internal note.
