Device notifications delay setting
So I have some systems out there that have a connection with an antenna and some with internet that isn't so good such as satellite internet and they have some intermittent internet hiccups. I would like to be able to set a rule or site specific rules for the sites to only notify if the device has been down say longer than 10 minutes at a time.

Hey Folks , So just to expand on this a little , what is happening for many of my customers is I have "generic" devices which are cameras and sometimes they have cameras that can go out 80 times a day. Of course I call them and say hey you need to probably put on new ethernet connectors on this or replace it but that does not always happen. So they are spammed with tons of emails and they will actually MISS important alerts like servers going down because of the other alerts spamming them.
