Have a hypervisor? vmware or Hyperv ? Why not just setup a test workstation / virtual etc and do your patch testing to there? You could install all your software in you "lab PC" then push updates out and test functionality. if not you could even run a virtual on a desktop and test from that. Lots of options.

You need some kind of device on a local network to scan for SNMP. There's really no way around this. You don't want to be opening your network to the outside even if that was possible. SNMP only works as a local protocol. There is the possibility of having some kind of small appliance but then you might as well just have a local workstation or server do the scanning anyway.

You need another workstation or server at a site to INITIATE wake on lan. How else would you send a signal for the computer to TURN ON? There's no built in global network to enable WAKE ON LAN functionality. A separate computer on the local network needs to send a MAGIC PACKET to the network card on the WIRED network to wake the computer. This definitely does not work on laptops.

A time variation option to avoid high bandwidth usage at a single site. Vary by x minutes or hours.
Options WHEN to download updates vs during update process. Could download at a specific time of day with some time variation.
